Stock Market

Tilting portfolios toward small and value stock as you have said is possible if the stock market is predictable. Even if the market show the same pattern of the size growth, we do not know if the same pattern will last the same period and when it will occur. But if data show that stocks are moving in the same direction, then taking advantage of the pattern will be a good idea. It will be favorable to all investors and traders.
